Revista Ferroviária destaca a importância da VALEC no fomento da infraestrutura

Em artigo da RF, diretor-presidente André Kuhn fala sobre geração de empregos, investimento cruzado, leilão da FIOL e outros temas

O diretor-presidente da VALEC, André Kuhn, conversou com a Revista Ferroviária em sua edição de abril/maio. O periódico destacou os avanços significativos do setor, estimulados pelo Ministério da Infraestrutura, que tem na VALEC o braço operacional responsável pelo fomento do transporte ferroviário no Brasil.
Um dos assuntos apontados pela RF é a meta proposta pelo Minfra de dobrar a participação ferroviária no transporte de cargas em oito anos. Diante de um cenário “com o menor orçamento público de sua história”, a pasta precisou inovar e, de acordo com a revista, “o Ministério da Infraestrutura trabalha com criatividade e competência para viabilizar tais empreendimentos, por intermédio do maior plano de concessões de todos os tempos”.

Sobre a participação da VALEC nesse projeto ousado, André Kuhn enfatizou a importância do trabalho técnico realizado pela estatal com a concessão de ferrovias fazendo a execução física dos empreendimentos até o momento em que eles se tornam atrativos para a iniciativa privada. Foi o caso da FNS (ferrovia Norte Sul), que foi subconcedida com mais de 90% das obras concluídas, bem como da primeira etapa da ferrovia de integração Oeste Leste (FIOL), que foi subconcedida com 75% de avanço físico. Nos dois casos, coube a iniciativa privada finalizar as obras de acordo com o contrato de subconcessão.
Em seguida, Kuhn falou sobre a construção da FICO, fruto da primeira parceria de investimento cruzado do Brasil, uma forma criativa encontrada pelo Ministro da Infraestrutura, para financiar os investimentos no setor. Outro grande empreendimento conduzido pela VALEC é a segunda etapa da FIOL. A FIOL II conta com a participação do Exército Brasileiro na construção de 18km no lote 6.

A RF conclui que além da contribuição para o transporte ferroviário no Brasil, “A VALEC busca cumprir sua missão de forma eficiente e dentro das melhores práticas de integridade, otimizando recursos e aproveitando ao máximo a capacidade técnica de seus empregados e colaboradores, principal insumo para o sucesso da empresa.”
